| NYFTTA Board of Directors Proposals: 3/13/01 Proposal 1) The NYFTTA will commission the taxidermy of two saltwater species of fish: 1) Weakfish 2) Blackfish The mounts will be displayed in the Sportfishing Education Center, however, upon approval from the president of the board, the mounts may be loaned out to organizations or agencies requesting a saltwater display. Responsibility for damage or loss will be that of a responsible party in the organization or agency requesting the items for loan. The amount requested will not exceed $1,000.00 The NYFTTA will authorize $1,000.00 (One Thousand Dollars) in in-kind services, cash, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors. Approved 3/13/01 Proposal 2) Purpose is for clarification: To authorize the President of NYFTTA to have authority to set policy, render endorsements, enter into non binding contracts, to respond at public hearings ETC...in the best interest of the association and in compliance with the NYFTTA mission statement and bylaws. All policies, endorsements, contracts, and/or public hearing positions etc... will be considered non binding upon this association until ratified by the NYFTTA board of directors (or committees as per the NYFTTA bylaws.) In the event the board does not approve of a policy position, endorsement, contract, , public hearing position, etc., The NYFTTA president, without delay and by written statement will resend such policy position, endorsement, contract, , public hearing positions, etc.... Authority to temporarily represent NYFTTA may be granted to a representative upon direction from the president of NYFTTA or upon approval from the board. Upon acceptance, this motion will be presented to the board, at the annual meeting, as a permanent amendment to the NYFTTA bylaws. Tony Contarino Don Schnaars John Digocamo Dolores D'Ambrosio To present, at the annual meeting, a certificate of appreciation commending the following for assisting the NYFTTA and the recreational fishing industry Certificates of Appreciation: NYMT LIBBA NYSF federation (Rich Salvatore) Shanna Lacey Chuck Hollins Steve Mars Alberto Knie Approved 3/13/01 Proposal 11) To allow CFR to administer the legislative grant of $20,000.00.: Ginny Fields, Suffolk County Legislator from the 9th Legislative District, has secured $20,000 for the New York Fishing Tackle Trade Association to sponsor a "Casting for Recovery" Retreat Weekend. Cast for Recovery is a National nonprofit organization headquartered in Needleham Massachusetts that arranges retreat weekends for women who have undergone breast cancer surgery and treatment to learn fly-fishing, a skill for life and to share the emotional pain of cancer with fellow survivors and medical professionals. NYFTTA/Cast for Recovery will be hosting two retreat weekends at the Connetquot State Park Preserve in Oakdale New York. The Retreats are scheduled for 7/27-7/29/2001 and 10/5-107/01/2001 In order to best administer the funds in an efficient and expeditious manner and to assist CFR to solicit for matching funds from "other" entities, the NYFTTA will allow CFR to administer the entire grant of $20,000.00. Reports to NYFTTA will be made on a timely basis and that CFR will conform to all provisions provided in the legislative grant. Upon receipt of the funds, the NYFTTA treasurer will distribute the grant to CFR and CFR will report directly to the NYFTTA treasurer, in written reports, upon completion of the retreats. Approved 3/13/01 Proposal 12) NYFTTA will partner with RFA, LIBBA, NYSF, NYMT, CBA(and possibly others) in a legislative night: The purpose is to network with Suffolk and Nassau county and state officials, prior to the Nov. elections, in order to make aware, to our elected officials, the importance of the recreational fishing and boating industries on Long Island and the surrounding marine district. The event is (tentatively) planned for Thurs. April 26 at the Maritime Museum. NYFTTA's cost will be aprox. $300.00 and the NYFTTA will be allowed several delegates to attend. The proposal is to authorize up to $500.00 (from the PAC or the general fund) to support this function and that the president of NYFTTA will select the delegates to represent the organization. Proposal Withdrawn Proposal 13) To Expand the SAC to 15 members Approved 3/13/01 Proposal 14) To accept as members of the SAC: 1) Bob Danielson, Director NYSF, Member GSB Anglers 2) Ira Goldapper, Graduate of Buffalo University. BA in political science Approved 3/13/01 Proposal 15) NYFTTA will withdraw the endorsement given to Rich Johnson of the "Fishing Line" radio show. Members have complained that Rich Johnson has been uncooperative in supporting the NYFTTA agenda, mission statement or fundraisers. Furthermore Rich Johnson has not renewed his membership, as a full member or associate member, to NYFTTA. Upon acceptance of this proposal the NYFTTA attorney will, in writing, submit to Rich Johnson of the "Fishing Line" an order from this board to remove within 30 days from receipt of the notice, from all correspondence, letterhead, radio and TV show listings, that NYFTTA endorses him or his media. Approved 3/13/01 Proposal 16) The board may through the ratification process according to the NYFTTA bylaws, have overriding authority of all NYFTTA committees in setting policy, expensing of budgeted funds, endorsements, contracts, ETC... The board may order any committee (except for a designated funded account or committee) to expense budgeted funds as needed. The board may also order any committee to cease and desist funding activities and/or any and all other activities (in setting policy, expensing of budgeted funds, endorsements, contracts, ETC..) without approval from the committee or the committee chairman. Upon acceptance, this motion will be presented to the board, at the annual meeting, as a permanent amendment to the NYFTTA bylaws. Approved 3/13/01 Proposal 17) Annual Meeting: In the event a simple majority of voting members (from the board and membership) is not secured for an officers position of NYFTTA (President, Vice President, Secretary or Treasurer) in either the executive session or membership ratification portion of the annual election process, the Board will assume the responsibility of electing the officers. The board (with authority to act as of 6/1 following the annual election) during executive session will at the June meeting, and as the 1st order of business, with a quorum present will elect (through a ratification vote of a simple majority of voting board members) the open positions of President,Vice President, Secretary or Treasurer. Nomination process (includes nomination from the floor) A board member or membership delegate, in good standing, nominated by a board member or member deligate and seconded by a board member or member deligate will be placed on a ballot for consideration by the board. A simple majority vote from voting board members is needed for ratification. The prior positions for President, Vice President, Secretary or Treasurer that have not been ratified at the annual meeting will retain there seat as an officer with full authority and there presents will constitute a member for a quorum. Immediately following the June election, the newly elected President, Vice President, Secretary or Treasurer will be sworn in and immediately assume there position and responsibilities. If a position is undetermined, the process will occur again at the next regularly scheduled or at a special board meeting. New, add to amendment proposal: In the event two or more candidates for an executive board seat (President, VP, Secretary or Treasurer): In the event there are two or more candidates for an officers position: If the executive session fails to have a majority vote (defined as a majority of voting members) for a candidate, a run off election will take place with the two top contenders. The candidate receiving a simple majority vote will be considered the ratified and duly elected official. Ratification (a simple majority vote of voting members.) Upon acceptance, this motion will be presented to the board, at the annual meeting, as a permanent amendment to the NYFTTA bylaws. Approved 3/13/01 Proposal 18) In the event a quorum of directors (a quorum being set at a minimum of 5 directors) are not duly elected under the provisions of the NYFTTA bylaws, the president of NYFTTA may appoint the required amount to form a quorum. The president of NYFTTA is authorized to appoint the needed directors in order to maintain a quorum. The appointed directors will have full authority to act under the provisions of the NYFTTA bylaws. The appointed directors will be placed on the ballot at the annual meeting following there appointment. Directors appointed must be from the full memberships appointed delegates or honorary members. Upon acceptance, this motion will be presented to the board, at the annual meeting, as a permanent amendment to the NYFTTA bylaws. Approved 3/13/01 Proposal 19) All ballots will indicate the candidate or candidates for a position along with a yes or no response. A simple majority or ratification vote is defined by a majority of yes votes from the total voting board during executive session. A simple majority or ratification vote is defined by a majority of yes votes from the membership ballots during the open meeting portion of a meeting. Abstention are a non response and are not to be counted. Any vote for a candidate or candidates showing a conflicting response will be discarded and will not count for the candidate or candidates for that position only. Approved 3/13/01 Proposal 21) NYFTTA to initiate and host a fundraiser for Congressman Grucci (1st legislative district, LI, NY) To be held on Friday May 18th 2001. To allocate, from all sources, the funds needed to cover the costs associated with this event. To include, however not be limited to, the cost associated with the rental of the hall, printing of invitations, postage, ETC... If a need arises, to hire the necessary personal to complete this project. To authorize Lenora Daniel to act as the NYFTTA agent on this project. The president and treasurer of NYFTTA is authorized to allocate funds, from the PAC, the general fund and any/all committees in order to accomplish this project. In the event additional funding is required...The NYFTTA board authorizes the president and treasurer of NYFTTA to negotiate and borrow the necessary funding. The board authorizes $4000.00 for this project. Approved 3/13/01 Proposal 22) To authorize the SAC to use, at there discretion, the Fish-A-Thon mailing lists. (1st and 2nd year lists) To allow the SAC to use the Fish-A-Thon mailing lists for fundraising activities that benefit NYFTTA, to disseminate information regarding NYFTTA and to solicit for membership to the education center The SAC may share or sell this list with other NYFTTA committees. The SAC may not use, share or sell names that the Fish-A-Thon applicant indicated confidentiality. Approved 3/13/01 Proposal 23) National Fishing and Boating Week 6/1-6/10/01 The NYFTTA board authorizes the SAC to coordinate all national fishing and boating week functions and activities. The SAC may solicit cooperation and form partnerships from friendly organizations and or interested persons to participate in national fishing and boating. To authorize Lenora Daniel to act as the NYFTTA agent on this project. The NYFTTA will commit $0.00 (0.00 Dollars) Nevertheless any in-kind services, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors preformed by the SAC may be used to fund all national fishing and boating week functions and activities. Any actions used by the SAC to derive funding will be set-aside in a designated account and used under the authority of the SAC. Approved 3/13/01 Proposal 24) Eastern Suffolk Boces Request (material enclosed) Requested Amount $200.00 Proposal Withdrawn Proposal 25) That NYFTTA join as a member association to the New York SportFishing Federation (NYSF). Upon acceptance of this proposal a delegate will be appointed by the president of NYFTTA to represent this organization, its interests and goals in conjunction with the organizations mission statement,. at all NYSF general and delegate meetings. NYFTTA will pay dues to the NYSF. (Note: dues for '2000 are $25.00) This membership will be continuous unless revoke by the NYFTTA board. Approved 3/13/01 Proposal 26) To enter into a partnership with NY Sea Grant: To enter into a partnership with NY Sea Grant for the printing of informational materials regarding recreational species of fish available in the marine district. The materials conform to the NYFTTAmission statement, "to promote the sport of recreational fishing" and to encourage patrons to develop relationships with NYFTTA member businesses. Furthermore the Sea Grant Materials further enhances stewardship through the development and understanding of our marine resources. NYFTTA will be recognized as a contributor on all printed material. The amount requested is $500.00 The NYFTTA will authorize $500.00 (Five Hundred Dollars) in in-kind services, cash, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors.
