Submitted on behalf of the NYFTTA membership:
Compensation to the Sport Fishing Education Center Executive Director:

As per instructions from the NYFTTA board, a management plan will be in
place by 2/1/03. The plan will include a compensation mechanism for the
Executive Director and funding mechanism for the operational and administrative costs for the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY.

By order of the board 1/30/03:
A) Compensation Hourly rate will be established at $15.00 per hour. The hourly rate is for the purpose of grant administration and to establish a base line income rate.

B) To Revoke the following order (proposal 8 1/7/03) effective 2/1/03.
However, all unprocessed expenditure authorizations prior to 2/1/03 are
considered null and void.

Proposal 8)

Effective Immediately
By order of the board, the NYFTTA treasurer WILL "cease and desist funding activities" (Reference D) to the Sport Fishing Education Center and Aquaculture facility.
By order of the board, the NYFTTA treasurer WILL seal the SAC account and will not render any payment(s) without approval from the NYFTTA board. (with the exception of authorized account maintenance expenses)
This act will remain continuous unless revoked by the NYFTTA board

By order of the board, the the Sport Fishing Education Center Steering
Committee will administer the remaining funds in accordance with the NYFTTA bylaws and rules of protocol.  These funds and all present and future Sportsmen Advisory Committee (SAC) funds will remain in a designated account for operational and administrative cost for the Sport Fishing Education Center and Aquaculture facility at Cedar Beach Marina, Babylon NY. (SFEC).

a) Exempt from this order are any and all Reef Replenishment Funds
appropriated to the SAC designated account.
b) The following order stands and will be administered by the Sport Fishing
Education Center Steering Committee and executed by the NYFTTA Executive Director:

Submitted on behalf of the Sport Fishing Education Center Steering
Committee:

To allocate from, the SAC account, $300.00 per month for aquaculture
internship programs and expenses.
Effective immediately:
The board authorizes the allocation and distribution of, up to, $300.00 per
month for compensation of an internship program at the Sport Fishing
Education and Aquaculture facility at Cedar Beach Marina, Babylon NY.
Compensation of an internship program is for the proper maintenance and
safeguarding of the aquaculture facility . Funding will be provided by the SAC account.

This act will remain continuous unless revoked by the NYFTTA board

C) Funding for the Executive Director:
Effective 2/1/03
a) Funding will be provided by the SAC
b) Any unrestrained funds raised (net proceeds after expenses) by the efforts of the Executive Director or  by the SAC or other entity, public or private, on behalf of the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY, will be allocated as follows:
1) 60% of net proceeds will be considered compensation to the Executive
Director
2) 20% of net proceeds will be administered by the Sport Fishing Education
Center Steering Committee in accordance with the NYFTTA bylaws and defined rules of protocol and any propositions accepted by the NYFTTA board.  This includes any administrative and operational costs of the SFEC.
3) 20% of net proceeds will remain in a contingency account. The contingency funds will remain a set-aside in the SAC account and be considered "SEALED"."
Funds from the contingency account may only be expensed by recommendation (written proposal) in accordance by the  NYFTTA bylaws or defined rules of protocol.  Proposals must be submitted to the NYFTTA Board of Directors at any regular or special meeting and will require board approval prior to administering contingency funds.  Only written proposal relating to the SFEC operational, administrative costs will be presented to the board for consideration.
D) Any and all grants secured by the Executive Director or the Sport
Fishing Education Center Steering Committee or any Director (directly or
indirectly) or the SAC or any person or persons for the purpose proposed in
said grant will be administer according to the specifics of the grant and in conjunction with the NYFTTA bylaws and defined rules of protocol and any
propositions accepted by the NYFTTA board that do not alter or effect the
specifics of said grants or violate any NYS, Federal or Local law.
E) Any funds or grants secured or negotiated prior to 2/1/03 (concerning
the administration or operation of the SFEC) will be allocated to the SAC
account and administer by the  Sport Fishing Education Center Steering
Committee in accordance with the NYFTTA bylaws and defined rules of
protocol and any propositions accepted by the NYFTTA board, including,
however not limited to section D of proposal 1 dated 1/30/03. Any funds or grants secured or negotiated prior to 2/1/03 may only be expensed by recommendation (written proposal) in accordance with the NYFTTA bylaws or defined rules of protocol.  Proposals must be submitted to the NYFTTA Sport Fishing Education Center Steering Committee and will require committee approval prior to administering contingency funds.
F) Any funds or grants secured or negotiated prior to 2/1/03 or after
2/1/03, that exceed a negotiated single collective balance of $49,999.00,
(concerning the administration or operation of the SFEC) will be allocated
to the SAC account and administer by the  Sport Fishing Education Center
Steering Committee in accordance with the NYFTTA bylaws and defined rules of protocol and any propositions accepted by the NYFTTA board, including, however not limited to section D of proposal 1 dated 1/30/03.
Any funds or grants secured or negotiated prior to 2/1/03 or after 2/1/03,
that exceed a negotiated collective balance of $49,999.00 may only be expensed by recommendation (written proposal) in accordance by the  NYFTTA bylaws or defined rules of protocol.  Proposals must be submitted to the NYFTTA Sport Fishing Education Center Steering Committee and will require committee approval prior to administering Any funds or grants secured or negotiated prior to 2/1/03 or after 2/1/03, that exceed a negotiated collective balance of $49,999.00.

Since mid-2000, I have been employed part time by Cornell Cooperative
Extension of Suffolk County Marine Program to write grants for educational
programs conducted at Atlantis Marine World and to assist as an Educator
when needed. During 2002, we received a $50,000 grant from AARP Andrus Foundation for a senior program which I have written, conducted and evaluated at Southold Town Adult Daycare Program. I work mainly out of my home at $10/hour for an average of 5 hours/week, donating any extra time needed to complete a project.

Additional successful grants that I have written in the past 2 years are:
Dorr Foundation for $10,000 for a career exploration program for middle
school students, EPA for $3000 for an outreach program to the Head Start
Programs of Long Island Sound Study area, and US Lighthouse Society for
$2000 for support materials for an experts course on Long Island lighthouses (for Long Island Chapter, US Lighthouse Society, as a volunteer).

I would be interested in assisting your organization during its transition by reviewing its current grants, writing interim and final reports, suggesting additional possible grant sources to the administration, and preparing grant applications. I am available immediately for 1 day/week at your site, until I depart for vacation (2-20 to 4-14). We can discuss additional arrangements in April if there is a further need and interest.
