Proposal 1) 10/8/02

Update:
Lease and insurance is secured for the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY.
Treasurers determination:
Insurance premium allocation is increased by $1,063.00. Total NYFTTA
insurance premium is estimated at $2,265.00 (6/1-5/31/03)
NYFTTA is the lessee and controls the facility and all events.

Request to the NYFTTA board:
It has been requested, by Cornell Cooperative Extension of Suffolk County Marine Program, to station a employee of Cornell Cooperative Extension(CCE) of Suffolk County Marine Program at the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY.
1) The CCE employee will assist in the maintenance of the aquaculture
facility and conduct Cornell Cooperative Extension specified research.
2) The CCE employee will carry out and assist with marine educational
programs in conjunction with the Sport Fishing Alliance LTD.
3) Cornell Cooperative Extension of Suffolk County Marine Program will
assist the Sport Fishing Alliance financially by compensating the Alliance in the amount of $5,000.00, in total, during the calendar year 2003.
4) The Cornell Cooperative Extension of Suffolk County Marine Program will also assist the Alliance in providing a portion of funds from any and all educational programs conducted at the Sport Fishing Education Center and Aquaculture Facility by Cornell Cooperative Extension of Suffolk County Marine Program.

Proposal:
To allow Cornell Cooperative Extension of Suffolk County Marine Program to station an employee at the center for a period from 10/26/02- 12/31/03
This agreement is renewable and/or continuous at the discretion of the
president of the board.
Any and all continued negotiations between CCE and the use of the Sport
Fishing Education Center and Aquaculture Facility will be at the discretion of the president of the board and be considered board sanctioned and ratified.
NYFTTA will provide to Cornell Cooperative Extension a station at the
center and make available to Cornell Cooperative Extension the privileges that the center provides.

This act will remain continuous unless revoke by the NYFTTA board.

Background:
Dr. Kaplan designed, planned and brought to fruition the Aquaculture
Facility at the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY.
NYFTTA owes Dr., Kaplan a debt of gratitude.

Proposal 3)

Submitted by the Sport Fishing Education Steering Committee:

To appoint an administrator for the NYFTTA gift shop.
Responsibilities to include, however not limited to:
A) The day-to-day administrative management of the "gift store" within the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY.
B) Inventory control
C) Hire necessary personal
D) Maintaining of necessary "gift shop" inventory
E) The administrative manager will present to the board, on an annual
basis, a profit & loss statement regarding the "Gift Shop"
F) Funds from the proceeds of the "gift shop" will be deposited into the NYFTTA SAC account for administration of center activities, operational costs and perpetuation of center fundraising activities.
G) The administration managers appointment will remain continuous unless revoke by the NYFTTA board.
H) The administration manager will act without financial compensations.
I) The administration manager will be a member of the Sport Fishing
Education Center Steering Committee.
J) The administration managers will comply with all New York State and
Local laws.
K) The administration managers will report on a monthly basis to the
President of the board or his/her delegate.
L) Allocation of funds for the "gift shop" will be determined under the
provisions granted to the Sport Fishing Education Center Steering Committee budgetary process. Additional funds, from the NYFTTA general fund will require board authorized transfers or expenditures from the general fund.

To appoint a curator for the NYFTTA Museum.
Responsibilities to include, however not limited to:

D) The museum curators appointment will remain continuous unless revoke by the NYFTTA board.

F) The museum curator will be a member of the Sport Fishing Education Center Steering Committee.
G) The museum curator will comply with all New York State and Local laws.
H) The museum curator will report on a monthly basis to the President of the board or his/her delegate.
I) Allocation of funds for the "Museum" acquisitions will be determined under the provisions granted to the Sport Fishing Education Center Steering Committee budgetary process. Additional funds, from the NYFTTA general fund will require board authorized transfers or expenditures from the general fund.

NYFTTA will post, within the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY, a memorial plaque, signifying Official Recognition of individuals that dedicated their time and talent in order to improve the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon NY.
At any board meeting, a NYFTTA director may sponsor a recipient for the "Remembrance" plaque. Names of individuals will be presented to the NYFTTA board for approval. Upon board approval the individuals name will be affixed to the memorial plaque.
Funding will be provided from the general fund.
