Proposal 1) 9/10/02

To Amend the following proposal:

Proposal 4)

To apportion NYFTTA funds to the Recreational Fishing Alliance (RFA) in the
amount of $1,500.00

Given that NYFTTA has agreed to be "party to the action," along with the
Recreational Fishing Alliance, in a law suit against the NMFS regarding the
inequitable allocation of the yellow-fin tuna quota to the recreational fishing community. Fact: NYFTTA, to date ,has not contributed funds for the litigation.

Given that the RFA has allowed NYFTTA to utilize the RFA Albany lobbyist
with out expense to NYFTTA. Fact: This past year, The RFA lobbyist was
successful in curtailing the lead bill legislation. Fact: It is agreed, between NYFTTA and The RFA, that the RFA lobbyist remains at our disposal without cost to NYFTTA.

Given that NYFTTA has agreed to join with the RFA as a member association.
Fact: To date NYFTTA has not paid any dues or financially offset any costs to the RFA .

Proposal:
A) For the association years 2001-2004, NYFTTA will commit to the RFA, from
the general fund, the amount of $1,000.00. $1,000.00 may be compensated in
the form of cash, MDSE, fund raising participation, lobbying efforts (resulting in funding) or in-kind services
This act will remain continuous until fully executed and fulfilled or unless this proposal is revoke by the NYFTTA board.
B) NYFTTA will allocate, from the legal defense fund, the amount of
$500.00. This act will remain continuous unless revoke by the NYFTTA board.
C) NYFTTA will assist the RFA in distribution of RFA membership materials
to NYFTTA member businesses and other related businesses in the NY marine
district.
This act will remain continuous unless revoke by the NYFTTA board.

D) The NYFTTA board of Directors is authorized to,concurrently act as the
RFA's New York State Board of Directors. Action from the NYFTTA board will
simultaneously be adopted as the actions of the RFA's New York State board
of directors.
Actions, Positions and Proposals passed by the NYFTTA/RFA board will be
forwarded to the RFA's New York State chairman and set into record as RFA's
New York State positions and/or policies.

Each individual NYFTTA director may simultaneously (and independently)
represent the RFA. Upon request from the RFA New York State Chairman, the
NYFTTA board may vote independently from the rules and protocol contained
within the NYFTTA bylaws on a specific issue on the NYFTTA agenda or on a
specific issue brought to the board, under the RFA report. Each sitting director will cast one vote. Actions, Positions and Proposals passed by the RFA directors will be forwarded to the RFA's New York State chairman and set into record as RFA's New York State positions and policies.

In the event that the RFA state chairman calls for a separate vote, the outcome will supersede the NYFTTA board vote and be considered an official Action, Position and/or Proposal passed by the RFA directors and will be forwarded to the RFA's New York State chairman and set into record as the RFA's New York State position(s) and/or policy(ies.)

Intern the NYFTTA board will be entitled to use of RFA contacts on the State and National levels and expand its level of influence.

This act take takes effect immediately and will remain continuous unless revoke by the NYFTTA board.

Contract and Agreement with the Sport Fishing Alliance:

NYFTTA will compensate the Sport Fishing Alliance LTD for contracted
services as follows:
1) $1.00 per year for contracted services as follows:

NYFTTA will:
1) Contract with the Sport Fishing Alliance LTD, to run the educational programs for NYFTTA at the Sport Fishing Education Center.
2) Contract with the Sport Fishing Alliance LTD, to operate and coordinate all marine research and development programs for NYFTTA at the Sport Fishing Education Center.
3) Contract with the Sport Fishing Alliance LTD, to operate the aquaculture
facility for NYFTTA at the Sport Fishing Education Center.

The Sport Fishing Alliance LTD may solicit for funds, in any manner deemed
appropriate, for the operation of educational programs, research and/or operation of the aquaculture center, by using or associating their involvement with the Sport Fishing Education Center.

The Sport Fishing Alliance LTD will provide adequate liability insurance before commencing operations within the Sport Fishing Education Center.

NYFTTA will retain Lenora Daniel as project coordinator for the Sport Fishing Education Center. The terms of agreement will be on a month to month basis. suspending of services will be subject to board approval.

To authorize Lenora Daniel to run the day to day operations of the Sport Fishing education Center.

9/10/02 To include the following:

Conditions of contract between the Sport Fishing Alliance LTD and NYFTTA:
1) All education programs and their curriculum are to include the promotion of recreational Fishing.
2) All educational curriculum, either initiated by the Sport Fishing Alliance or a sub contract or sub committee of the Sport Fishing Alliance are to be approved by the NYFTTA, Sport Fishing Education Center Steering.
3) The Sport Fishing Alliance LTD will submit a copy of minutes from any and all meetings (board or committee) to the NYFTTA Sport Fishing Education Steering committee within 10 days following any meetings.
All educational curriculum are to be evaluated semiannually and will be assessed based upon performance, effectiveness, and upholding the mission statements of the Sport fishing Alliance and NYFTTA . Review will be conducted by The Sport Fishing Education Center Steering.
4) NYFTTA and The Sport Fishing Alliance LTD will share expenses associated
with the set-up of the center and the day-to-day operations of the center.
This will include, however not be limited to, construction costs, purchasing of materials (office supplies), phone expenses, purchasing of all decor for the center. Agreements and cost sharing expenses will be negotiated by authorized representatives from NYFTTA and the The Sport Fishing Alliance LTD.
5) The Sport Fishing Alliance LTD will abide by and uphold all agreements,
contracts and/or terms of the lease between NYFTTA and the Town of Babylon.
The contract with the Sport Fishing Alliance LTD will commence immediate and is subject for review on or about 1/1/03. Conditions, termination or extension of services will be at the approval of the The Sport Fishing Education Center Steering.
6) Representatives from The Sport Fishing Alliance LTD and NYFTTA will
jointly prepare a budget in order to complete the facility and operate the Sport Fishing Education Center. The operational budget will be based on a 1 year period.

This agreement., may be amended or terminated at the discretion of the NYFTTA board.
This act will remain continuous unless revoke by the NYFTTA board.

Purpose:
Clarification of authority and authorization to act as CEO and provisional Ex. Director of the Sport Fishing education Center.

The provisions of the NYFTTA bylaws, regarding authority bestowed upon The
president of the board, will be expanded to encompass all aspects of the Sport Fishing education Center:

...To authorize the President of NYFTTA to have authority to set policy, render endorsements, enter into non binding contracts, to respond at public hearings ETC.

(To also include, however not be limited to: activities, policies, total operations, Expensing of SAC funds, issuing executive orders, hiring and supervising personal and staff (salaried or volunteers) in the best interest of the association and in compliance with the NYFTTA mission statement and bylaws.....will be considered non binding upon this association until ratified by the NYFTTA board of directors (or committees as per the NYFTTA bylaws) , (Sport Fishing Education Steering
Committee)

Until the board provides funding and authorizes the hiring of a full time or part time position as Executive Director for the Sport Fishing education Center, the position of CEO and provisional Ex. Director will be a non salaried position.

Proposal 3) 9/10/02

Submitted on behalf of the NYFTTA membership:

Justification:
NYFTTA along with the Sport Fishing Alliance LTD have secured and agreed to
secure the following methods of funding:
1) Secured a grant from NMFS in the amount of $2,000.00. We are anticipating electronic transfer to the NYFTTA account. This grant is payable directly to the NYFTTA.
2) Secured a grant from Assemblyman Bob Sweeney in the amount of $13,000.00.
This grant is payable directly to the Sport Fishing Alliance LTD.
3) Applied for a NorCross Wildlife grant in the amount of $20,000.00.
This grant will be payable directly to the Sport Fishing Alliance LTD.
4) Applied for an appropriation grant from Congressman Steve Israel in the amount of $150,000.00
This grant will be payable directly to the Sport Fishing Alliance LTD.

5) Preparing an add campaign to solicit for donations. Anticipated contribution based on a 6month-1year campaign is $8,000.00. This grant will be payable directly to the Sport Fishing Alliance LTD.

6) Preparing a raffle fundraiser. Working with LIBBA and other partners, this fundraising drive will commence in late August or early September. Anticipated donations of prizes from PC Richards and Sons. The raffle prizes will be awarded at the ribbon cutting ceremony on or about Oct. 17 or 24th 2002. Anticipated income from the raffle fundraiser $4,000.00. This grant will be payable directly to the Sport Fishing Alliance LTD.

7) Operation Holiday Spirit Fundraiser is tentatively scheduled for Friday November 30th 2002. Location The Sport Fishing Education Center. This is an annual fundraiser with increasing participation. Anticipated net income from the Operation Holiday Spirit Fundraiser is $3,000.00. These funds will be payable directly to the NYFTTA.

8) With the opening of The Sport Fishing Education Center the "Capitol Naming Campaign" will be reinitiated. The center will be past a visualized project and will be functioning. The center will allow sponsors to view the facility before committing funds. This will greatly enhance sponsorship prospective and increase funding opportunities. Anticipated income from the capital naming campaign for 2002 is $00.00. Anticipated income from the capitol naming campaign for 2003 is $5,000.00. These funds be payable directly to the NYFTTA.

9) Gift Shop proceeds from the center and rental of the center are other areas of income. However for 2002 the income is projected to be $00.00.
No budget has been projected for 2003. These funds will be payable directly to the NYFTTA.
10) Donations from patrons visiting the center or, other than what was stated, will be payable directly to the Sport Fishing Alliance LTD This is due to the nature that donations to the Sport Fishing Alliance LTD are tax deductible.

Due to the aforementioned proposition for income and the fact that NYFTTA and the Alliance have substantial expenses associated with the center i.e.:
A) Installing a phone system
B) Maintaining the salary of Lenora Daniel
C) Completion and installation of the Display cases, book shelves along with the center decor (list attached)
D) Securing sufficient liability insurance for the Sport Fishing Alliance LTD and to increase NYFTTA's insurance to include coverage (i.e.: renters policy) for the Sport Fishing Education Center.

The president of NYFTTA has secured two loans.

All policies, endorsements, contracts, and/or public hearing positions etc... will be considered non binding upon this association until ratified by the NYFTTA board of directors (or committees as per the NYFTTA bylaws.)

Proposal
The first loan was initiated and secured from the LIBBA in the amount of $5,000.00. This loan was secured and allocated for center activities and completion of this project. Funds have been deposited into the NYFTTA-SAC
account.
The second loan was secured from the NYSF in the amount of $5,000.00. As of this date, the agreement has not been executed.

Proposal

A) To accept the loan from LIBBA for the purpose of contributing to the completing of the Sport Fishing Education Center. NYFTTA will remain the
responsible party and secure the loan for repayment.
B) The LIBBA loan will be repaid by 1/31/03. The president of NYFTTA may
negotiate an extension to repay the loan.
C) To execute the loan between NYFTTA and the NYSF at a time that the
president of NYFTTA deems it appropriate and necessary. Funds from the NYSF loan may be used for the Sport Fishing Education Center or as needed or directed by the NYFTTA board. The president of NYFTTA is authorized to Negotiate the NYSF loan and a repayment schedule.
Terms of repayment and or execution of all loans will not extend past 5/31/03 unless authorized by the NYFTTA board.

board a "role call vote" will be taken and recorded regarding any motion, proposal or any other action legislated by the NYFTTA board or membership.

B) A "role call vote" will document the exact action (including the maker of the motion and second) of a director or member (yes vote, no vote or abstention ) regarding their vote on a motion, proposal or any other action legislated by the NYFTTA board or membership.
C) The "role call vote" will be recorded in the minutes of the meeting and open to review by any member or director in good standing.
D) Request for a "role call vote" must be indicated before the initial action was approved or denied by a "show of hands" or "verbal vote" of directors and/or members.
In the event a request for a "role call vote" is made by a director, officer or the president of the board, the secretary will record the motion, proposal or any other action presented to the board or membership and poll the sitting board and/or membership (including the maker of the motion and second) and document the vote. (yes vote, no vote or abstention)
E) "A role call vote" may only be requested and apply to a currently held meeting.
F) This act does not apply to the election of officers and/or directors or any provision compelling a "secret ballot" contained within the NYFTTA bylaws.
G) In all other cases a "show of hands" or "verbal vote" will be recorded in the minutes as a motion, proposal or any other action considered by the NYFTTA board as carried or failed.

This act will remain continuous unless revoked by the NYFTTA board.

Henceforth, the official name of the facility at Cedar Beach Marina, Babylon New York #0100-241.00-01.00-p/o 001.001 will be named :
"The Sport Fishing Education Center and Aquaculture Facility at Cedar Beach
Marina."

Henceforth all materials, to include however not be limited to, correspondence, MDSE., paraphernalia, Logo's, catalogs, stationery letterhead or any written or verbalized reference to the facility at Cedar Beach Marina, New York #0100-241.00-01.00-p/o 001.001 will be recorded as "The Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina."

This act will take effect immediately and remain continuous through out the
following association years, unless revoke by the NYFTTA board.

NYFTTA continues to support political friends on all levels of government.
Suffolk County Legislator Fred Towle, at a resent meeting (8/19/02) has secured the $15,000.00 for NYFTTA to improve Southaven County Park.
Legislator Fred Towle has been and remains a staunch supporter of NYFTTA's
efforts to secure beach access, boating access and improve business conditions in Suffolk County for NYFTTA member businesses.
