Proposals Submitted for Reauthorization - June 2001

As per instructions from the president of the board:
The NYFTTA has agreed to participant with Suffolk County Legislators/government to host and support the Massachusetts base organization "Casting For Recovery."  NYFTTA requested $20,000.00 to host "Casting For Recovery."  The $20,000.00 secured by Suffolk County Legislator Ginny Fields will be used to host two clinics in 2001.  (See Brochure and Newsday article)

Proposal: 1
Only section 1A and 2) requires reauthorization

The NYFTTA will participate in the "Casting for Recovery" by:
1) Offering the Sport Fishing education Center as a permanent Long Island chapter base for "Casting For Recovery"  (1A ) (Under authority of the Sportsman's Advisory Committee)
2) Authorize an additional $5,000.00 in cash, MDSE, fund raising participation, lobbying efforts (resulting in funding)  or in-kind services for "Casting For recovery"
To Include:
Any funds received  from in in-kind services, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors in excess of the authorized/ or committed amount will be allocated to the NYFTTA general fund.
3) To appoint a delegate to maintain contact with "Casting For Recovery."
The delegate, appointed by the president of the board, will negotiate on behalf of NYFTTA and provide "Casting For Recovery" with assistance to promote there endeavors on Long Island and in New York State.  However, final commitments, contracts and/or agreements will require ratification from the NYFTTA board. (all contracts/agreements will require legal review and be accepted by the legal committee chairman before ratification from the NYFTTA board)

To appoint Lenora Daniel as the NYFTTA representative for casting for Recovery.

Proposal 2) Modified
The following proposal will be presented to the SAC and withdrawn from consideration from the NYFTTA board.

The NYFTTA will commission the taxidermy of two saltwater species of fish:
1) Weakfish
2) Blackfish

The mounts will be displayed in the Sportfishing Education Center, however, upon approval from the president of the board, the mounts may be loaned out to organizations or agencies requesting a saltwater display. Responsibility for damage or loss will be that of a responsible party in the organization or agency requesting the items for loan.

The amount requested (modified) $1,000.00
The NYFTTA will authorize $1,000.00 (One Thousand Dollars) in in-kind services, cash, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors.
To include:
Any funds received in excess of the necessary funds from in in-kind services, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors in excess of the authorized/ or committed amount amount will be allocated to the SAC general fund.

The following proposal will be presented to the SAC and withdrawn from consideration from the NYFTTA board.

The 50+Senior News along with Other Fishing Contests, supported by the NYFTTA board:
The NYFTTA will authorized $1,000.00 (One Thousand Dollars) in in-kind services, cash, MDSE., lobbying efforts (resulting in funding) and/or fundraising participation to assist in the 50 plus Senior News  awards event and 2001-2002 fishing contest promotion ( along with Other Fishing Contests, supported by the NYFTTA board.)
To include:
Any funds received in excess of the necessary funds from in in-kind services, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors in excess of the authorized/ or committed amount amount will be allocated to the SAC general fund.

To enter into a partnership with NY Sea Grant:

To enter into a partnership with NY Sea Grant for the printing of
informational materials regarding recreational species of fish available in the marine district.
The materials conform to the NYFTTA mission statement, "to promote the sport of recreational fishing" and to encourage patrons to develop relationships with NYFTTA member businesses. 
Furthermore the Sea Grant Materials further enhances stewardship through the development and understanding of our marine resources.
NYFTTA will be recognized as a contributor on all printed material.

The amount requested is ( modified)$1,162.00
The NYFTTA will authorize $1,162.00  in in-kind services, cash, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors.
To include:
Any funds received in excess of the necessary funds from in in-kind services, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors in excess of the authorized/ or committed amount  will be allocated to the NYFTTA general fund.

Any funds received from the sale of  informational materials   will be allocated to the NYFTTA general fund.

Proposal 6)

To renew the contract (job description and salary attached) with Lenora Daniel, NYFTTA project coordinator for the Sport Fishing Education Center, for a period of 1 year ending 5/31/02.

Project Coordinator, Sportsmans Education Center (SEC) Responsibilities include:
Provide overall strategic leadership and coordination on Network policies.
Work with our steering committees, issue-specific work groups and staff to develop campaigns and activities that promote agreed upon policy outcomes.
Hire, manage, and supervise staff who work directly with our  members and affiliated organizations (4  part-time staff)
Oversee staff production of monthly newsletters, action alerts, fact sheets and reports.
Work with staff and co-chairs on program budget and fiscal management, including grant reporting, proposal writing, preparation of annual budgets, and ensuring that SEC raises it annual budget through agreed fundraising activities and its activities conform with grant agreements.
Develop and maintain working relationships with funders. Represent the SEC in regional or national collaborative campaigns (requires some travel).

Candidates must have a minimum of 3 years, preferably 5 years, experience in working in the nonprofit community with coalitions, networks or statewide organizations.  Must possess proven coalition-building skills, ability to work collaboratively with others and inspire action, and demonstrated leadership ability.
Candidate should be able to communicate effectively with a wide variety of people, handle many tasks at once, and be well organized.  Experience in grassroots organizing, policy analysis, legislative advocacy, media outreach, coalition building, fundraising, staff management and/or campaigns preferred.

The salary for this position is $20,000.

Reauthorization of Lead bill position

Dear Senator Marcellino:

In lieu of the recent proposed bill (Senate 4786) the New York Fishing Tackle  Trade Association (NYFTTA) is requesting this be revisited for both language and its purpose.

On the language end, banning the use of 1/2-ounce sinkers would drastically impact the fishing community as rubber core sinkers, egg sinkers and dipsey style are all used for weakfish, bass, fluke and flounder, in sizes from 1/2-ounce or less.

As for safety, we have been lead to believe that the common loon has seen few reported deaths since this has become a problem, and this was due to the ingestion of lead shot from a shot gun. The health factor caused by kids using their teeth to clinch split shot is also a little bit stretching as well.
We do agree that keeping lead out of the hands, or better yet the stomachs of kids is an issue that should be addressed, but lets look at other solutions.

As for the kids, how about mandatory markings on the packaging informing health risks associated with lead, and encouraging the use of pliers? We bend over backwards to make sure cigarettes and alcohol are labeled yet legal for sale and consumption, why not lead.

In closing, if we had to opt for one thing, it would be to have the
language written to include only split-shot type lead sinkers, and not the entire line of lead products used.

To move the NYFTTA tournament Committee to the SAC. 
The SAC wishes to administer a fishing contest, as a fund raiser for the center.  The SAC has requested that the NYFTTA, standing committee, NYFTTA tournament Committee ( "Fish A Thon" committee) be placed under the authority of the SAC and be administered through committee authority. 
No further ratification required from the board.

Artificial Reef Replenishment Committee:

NYFTTA will initiate an investigation and propose legislation to remove commercial fishing (rod & reel commercial fishing) from artificial reefs in the NY marine district.   The NYFTTA legislative review committee will investigate and present to the NYFTTA board its findings and position by the Oct. 2001.executive board meeting. At which time a discussion may occur.
Upon drafting of an approved proposal, a vote may occur on or about the Dec. 2001 NYFTTA scheduled meeting.  Upon approval, Legislation  will be drafted and sponsors will be sought in the NYS assembly and Senate.

Proposal 14) 6/01

Presented By Advisory Committee:
the following "new section" is being presented to the board due to
membership concerns.

Once a candidate is proposed by any current Member (delegate) for a board seat the following is enacted.

[ Procedure for renomination or nomination of directors may occur at any meeting in accordance with the by laws of the association.. However All directors appointed during the course of the year will be considered acting directors (with full authority) until the annual meeting following their appointment.  At which time their names will be placed on a ballot.  The full term will be considered for two years following the annual meeting effective June 1st.

Membership to the Board is done at any board meeting.  Once a candidate is proposed by any current Member(delegate) and after being seconded, that agreement grants the Membership committee the license to interview the person and make a determination as to whether the candidate is suitable.
The Membership chairman will inform the President of the Board, the board of director and the membership regarding its decision.
The Board will vote by secret ballot.   If no objections are raised(defined as a simple majority of voting members.)  The acting director will be invited to sit on the board.

During executive session and a quorum being present, each director will cast one vote for each candidate.  During Executive session the chairman of the board will vote in case of a tie only, in accordance with "Roberts Rules Newly Revised."  If no objections are raised (defined as a simple majority of voting members.) The candidate may then inform the Board as to his/her decision regarding acting directorship following that meeting.]
Voting will be by secret ballot.

Proposal  (New Section)

A)  In the case of a directors seat, a member business may sponsor No more than, however up to, two candidates for a board seat.   The additional seats may be granted to a member business through a members sponsorship.
However, the member businesses board seats may collectively carry only one vote in the executive and membership portions of any NYFTTA meeting.  This pertains to all ratification votes including the election procedure.  Board member delegates may carcass prior to a vote in order to determine a consensus.  
B)  Each individual board member does constitute a member for a quorum.
C)  Each individual member may bring a motion to the floor. 
D)  Each individual member may second a motion for discussion. 
F)  Each individual member may chair a committee (Standing or Ad-Hoc committee).
G)  Each individual member may otherwise have full authority to act in accordance with the NYFTTA bylaws.
H)  This proposal does not apply to executive board positions (president, VP, 2nd VP, secretary or treasurer.)  Ex. board members may cast a vote exclusive of any board member delegate/delegates.  Furthermore, Ex. board members are exempt from the member business restriction of the following
Claus in proposal (14) [a member business may sponsor No more than, however up to, two candidates for a board seat.]
I)  The past president, (The past president of the board , being in good standing, will retain a board seat for a period of one year, following the annual meeting effective June 1st.) will be considered, for the period of one year, a member of the Executive board.
J) In the event that a resolution, as to the interpretation or protocol of this proposal arises, the final interpretation and determination will be that of the Executive board.
K)  In the event a sponsor (member business) withdraws his or hers candidate prior to the annual election, the candidate will be removed from the election ballot.
L) In the event that the Executive Director is elected from a member business sponsorship and that the board elects that the Executive Director is to be a "non paid" position, then the succeeding proposal will apply in regards to the NYFTTA voting and or ratification process. Whilst the Executive Directors authority to act on behalf of the NYFTTA will remain unimpaired by reason of Article XI of the NYFTTA bylaws.  In the event that the Executive Director is elected and that the board
determines that this position will be a "paid" (hired) position (this
proposal does not pertain to interim inducements for temporary
reimbursements or an occasional compensation), Then the Executive Director relinquishes all voting privileges in Executive session along with the membership potion of any meeting including the election process described in the NYFTTA bylaws.

This act will take effect immediately Upon acceptance of this proposal, the bylaw committee will submit this motion to the entire board for approval and will be considered as an amendment to the NYFTTA bylaws.  At the following meeting and in conjunction with the NYFTTA bylaws, a quorum present, the sitting board, by a 2/3 majority approval vote from voting members, may adopt the succeeding motion as a permanent amendment to the NYFTTA bylaws.

SAC report:

The Sport Fishing Education Center at Cedar Beach Marina, Babylon, New York, invites xxxx to be part of groundbreaking through corporate sponsorship.

Ground breaking was on November 27, 2000, for the 1.2 million dollar facility. The construction will be completed by July 1,2001. The lead organization for this enterprise is the New York Fishing Tackle Trade Association (NYFTTA), which is dedicated to the promotion of recreational sport fishing and conservation of marine resources. You can learn more about the organization and the Center by visiting our web sites www.NYFTTA.org and www.sportfishingeducationcenter.com   The Center will be used as a focal point in the Metropolitan New York area to develop a conservation and angling ethic. One of the major goals of the Center will be to promote fishing to a diverse population who may not otherwise be afforded the opportunity to enjoy the sport.

The Sport Fishing Education Center needs your help!

All capital funding has been secured for construction. However money is greatly needed for further development of the centers operations. Your organization can help by sponsoring programs at various levels. Your organizations name will be proudly displayed on the facility within the Center and all correspondence will indicate your support.

O      Aquaculture Center will cultivate important recreational species, such as striped bass, local bait species, clams, and display locally caught tropicals.  A $25,000 sponsorship of this program will support curriculum development, internships and equipment purchases.

O      Conference Facility will host meetings of mid-Atlantic recreational fisheries organizations, local fishing groups and conservation groups. A $10,000 sponsorship of this facility will be invested in administrative expense and equipment.

O      The Museum will concentrate on the evolution recreational fishing tackle. A sponsorship of $10,000 will aid in exhibit development and design.

O      The library will focus on angling and the marine environment. A $10,000 sponsorship will support the acquisition of books, periodicals and proper storage of these materials.

O      The observation deck will be used as an outdoor classroom for educational program at the center. A $5,000 donation will aid educational program development.

We all share an interest in bringing the joys of recreational fishing to a larger audience. Few sports can rival with recreational fishing in combining fun with an appreciation for our natural resources. Please contribute to the Sport Fishing Education Center and invest in the next generation of anglers.
