Purpose: Reduced bank fees and convenience of locations throughout the marine
district.

NYFTTA to initiate and host or co-host a fundraiser for Congressman Steve Israel (2nd legislative district, LI, NY)  To be held on, date TBA.
To allocate, from all sources, the funds needed to cover the costs associated with this event.  To include, however not be limited to, the cost associated with the rental of the hall, printing of invitations, postage, food and beverages, ETC...
If a need arises, to hire the necessary personal to complete this project.

To authorize Jack Ferrera to act as the NYFTTA agent on this project.

The president and treasurer of NYFTTA are authorized to allocate funds, from the PAC, the general fund and any/all committees in order to accomplish this project. (In accordance with the NYFTTA bylaws)

In the event additional funding is required...The NYFTTA board authorizes the president and treasurer of NYFTTA to negotiate and borrow the necessary funding.

The board authorizes a total, not to exceed, $2000.00 for this project.

This act will remain continuous unless rescinded by the NYFTTA board.

AN ACT to amend the  environmental  conservation  law,  in  relation to establishing  the  marine life protection task force and providing for the powers and duties thereof.

Note:
Specifically, the bill mentions "to restore the resources bio diversity". However, there are no reference points listed in the restoration. Restoration may entail restoring a resource to a year ago or to twenty years ago.  This lack of guidance may allow bureaucracies to abuse their authority and hinder the growth and prosperity of NYFTTA.

"National Fishing and Boating Week Events"

National Fishing and Boating Week 5/31/03-6/7/03
The NYFTTA board authorizes the Sport Fishing Education Center to coordinate all national fishing and boating week functions and activities for NYFTTA. (For the period of 5/31/03-6/7/03).
The Sport Fishing Education Center may solicit cooperation and form partnerships from organizations and or interested persons to participate in national fishing and boating endeavors.
To authorize Jack Ferrera to act as the NYFTTA agent on this project.
The NYFTTA will commit ($0.00 Dollars) Unfunded
Nevertheless any in-kind services, transfers from funded committees, MDSE.,
lobbying efforts (resulting in funding) and/or fundraising endeavors preformed by the NYFTTA or the NYFTTA SAC may be used to fund all national fishing and boating week functions and activities.  Any actions taken by the NYFTTA or the NYFTTA SAC to derive funding will be set-aside in a committed account and used under the authority of the Sport Fishing Education Center Steering Committee, to coordinate all national fishing and boating week functions and activities.

NYFTTA will extend, to the "Northeast Angling" TV series, a proclamation of Endorsement from the New York Fishing Tackle Trade Association inc.
Upon enactment, the "Northeast Angling" TV series, may use the good name of NYFTTA in advertising, for the solicitation of funds and/or as a resource for promoting the series "Northeast Angling."

The NYFTTA will commit ($0.00 Dollars) Unfunded
Nevertheless any in-kind services, transfers from funded committees, MDSE., lobbying efforts (resulting in funding) and/or fundraising endeavors preformed by the NYFTTA may be used to fund the "Northeast Angling" TV series and activities.  Any actions taken by the NYFTTA to derive funding will be set-aside in a committed fund and used under the authority of the Promotions/Show Committee for the "Northeast Angling" TV series.

To host, in part, the ASMFC fishing tournament, Dec. 14-18 2003

The Atlantic States Marine Fisheries Commission will meet in New York City on
DEC. 14-18, 2003.
In the best interest of the recreational fishing industry and to reinforce the positive influences of NYFTTA, along with allowing NYFTTA to express its need for a viable and practical fishery management plan, it's proposed that NYFTTA allocate funds from the general treasury to host, in part, the ASMFC fishing tournament, Dec. 14-18 2003.

NYFTTA will allocate, up to $500.00 in cash, MDSE, fund raising participation, lobbying efforts (resulting in funding) or in-kind services.

To reduce or supplement costs, NYFTTA may enter into a joint venture with organizations, with similar interest to NYFTTA, in order to host, in part, the ASMFC fishing tournament Dec. 14-18, 2003.

The allocation will include funding for any necessities to carry out, to the best of NYFTTA's ability, this event.

An Ad Hoc committee will be formed by June 2003 in order to function on behalf of NYFTTA and will execute the mandates of the Proposal 5) 4.1.03.

Sunset Provision:
This Ad Hoc committee will function with authority from the NYFTTA board, within the terms and conditions of Proposal 5) 4.1.03 dated 4/1/03 until 12/31/03.  Thereafter, if the authorization and conditions of Proposal 5) 4.1.03 dated 4/1/03, have not been executed,  board reauthorization of Proposal 5) 4.1.03 dated 4/1/03 will be required.

To join as a "Guardian member" to the New York State Conservation Council, Inc.
To allocate, from the general fund, the dues of $25.00 per year.
