| Proposal 1) 3.11.03 Effective immediately Submitted on behalf of the Sport fishing Education Center Steering Committee: Purpose: Insurance requirements and coverage for volunteers: Effective Immediately all volunteers functioning as a representatives for the Sport Fishing Education Center will be granted honorary associate member status. 1) All volunteers will serve in a capacity designated by and serve at the direction of the NYFTTA executive director. 2) All volunteers will serve for a term, to be determined by the NYFTTA Board or Sport Fishing education center steering Committee. 3) All volunteers will serve and retain honorary member associate status at the discretion of the board or until the end of their term. 4) The names of All volunteers will be submitted to the Sport Fishing Education Center Steering committee for a determination of and/or renewal of terms. Names will be documented and recorded in the NYFTTA minutes. 5) All volunteers will undergo an approved education seminar incorporating, however not limited to the following. a) Safety instructions b) Aquarium maintenance c) Proper behavior when dealing with children d) Basic educational practices 6) All volunteers will be subjected to background checks and approvals. The NYFTTA executive director, Sport Fishing education Center Steering Committee Chairman or by action of the NYFTTA board may dismiss any volunteer violating appropriate conduct, the NYFTTA bylaws or rules of protocol. This act will remain continuous unless revoked by the NYFTTA board of directors. Proposal 2) 3.11.03 Submitted on behalf of the NYFTTA Membership: NYFTTA will form a subcommittee of the Legislative Review Committee. This subcommittee, entitled the "lobbyist account" will be funded through the NYFTTA budgetary process. Purpose: To influence and be part of the legislative process in Albany. To have a presence and demonstrate to the NYS legislators the value, importance and economic contributions of NYFTTA and the recreational fishing industry and community to New York State. NYFTTA may form or be part of a coalition of recreational industry members and or community organizations to fund this committee. Or; NYFTTA may use part or all of these funds to contribute to a coalition of recreational industry members and or community organizations efforts in providing a representative in Albany NYFTTA may engage in contractual services with Hinman & Straub Attorneys at Law. Proposal: A) To authorize the President of NYFTTA to negotiate any and all terms, arrangements, agreements, and /or contracts between the NYFTTA and/or a coalition of recreational fishing industry and or community partners and Hinman & Straub Attorneys at Law, regarding any terms, arrangements, agreements, and /or contracts having to do with the Lobbying efforts in support of NYFTTA. B) Any and all terms, arrangements, agreements, and /or contracts having to do with the Lobbying efforts in support of NYFTTA will be reviewed and approved by the NYFTTA lobbyist committee prior to implementation of any terms, arrangements, contracts. C) Regarding coalition partnerships Any and all terms, arrangements, agreements, and /or contracts having to do with the Lobbying efforts in support of NYFTTA and the formation of a coalition of industry members and/or recreational community organizations, in order to fund NYFTTA' lobbing efforts, will be reviewed and approved by the NYFTTA lobbyist subcommittee prior to implementation. D) Upon agreement and acceptance of any and/or all terms, arrangements, agreements,and/or contracts between the NYFTTA and or in conjunction with a coalition of recreational industry members and or community organizations with Hinman & Straub Attorneys at Law , the president of NYFTTA and the NYFTTA lobbyist sub committee chairman, will be considered board approved and a ratified agreement between NYFTTA and or in conjunction with a coalition of recreational industry members and or community organizations with Hinman & Straub Attorneys. A copy of any and/or all terms, arrangements, agreements, contracts and /or leases will be filed with: 1) copy with the NYFTTA board,. Funding amount required $18,000.00 per year ($1,500.00 per Month) Funding amount requested for the NYFTTA subcommittee's "lobbyist account" $5,000.00 Proposal: Chairman "lobbyist account": Melissa Dearborn Sunset Provision: The subcommittee (Henceforth known as the lobbyist account) will function with authority from the NYFTTA board, within the terms and conditions of proposal 2) 3.11.03 dated 3/11/03 until 5/31/04. Thereafter Board reauthorization of proposal 2) 3.11.03 dated 3/11/03 will be required. |
