| Proposal 1) Submitted by the Scouting Partnership Committee at the request of Assemblyman Bob Sweeney To assist the local Boy Scout Troop (Covering-Babylon, Islip & Deer Park) with funds and contacts to purchase the necessary equipment to conduct outdoor activities, including however not exclusive to recreational fishing. Proposal To transfer to the Scouting Partnership Committee, from the general fund, the sum of $500.00 to assist the local Boy Scout Troop. The Scouting Partnership Committee will also assist in the form of, MDSE, fund raising participation, lobbying efforts (resulting in funding) or in-kind services. This act will remain continuous unless revoked by the NYFTTA board. Proposal 3) To present, at the NYFTTA annual meeting, certificate(s) of appreciation commending the following for assisting the NYFTTA and the recreational fishing industry Certificates of Appreciation: To be named at the board meeting Proposal 4) Reauthorization The NYFTTA will participate in the "Casting for Recovery"(CFR) by: 1) Offering the Sport Fishing education Center as a permanent Long Island chapter base for "Casting For Recovery" 2) The NYFTTA CFR committee will administer all grants associated with CFR programs.($25,000.00) 3) NYFTTA will Commit additional services, to included however not limited to, MDSE, fund raising participation, lobbying efforts (resulting in funding) or staffing for "Casting For recovery" 4) To appoint a delegate to maintain contact with "Casting For Recovery." The delegate, appointed by the president of the board, will negotiate on behalf of NYFTTA and provide "Casting For Recovery" with assistance to promote there endeavors on Long Island and in New York State. 5) Final commitments, contracts and/or agreements will require approval from the president of NYFTTA and the CFR chairperson. (yielding a 30% reduction in Blackfish harvest required by ASMFC) Season, Open 1/1-5/15, Closed (for all modes) 5/16-10/1, Open 10/2-12/31 10 fish per person 14" min. size Proposal 6) Submitted on behalf of the NYFTTA membership A) To accept the resignation of Lenora Daniel from her obligations and responsibilities as project coordinator of the Sport Fishing Education and Aquaculture facility. To accept the resignation of Lenora Daniel from all appointed responsibilities. Effective February 1, 2003 NYFTTA will terminate any contract(s) and/or agreements, verbal or written with Lenora Daniel. (Contract Document [A]) B) Effective Immediately Upon Acceptance, the board will sanction the commission of a transition committee to gather all grant information, contact agreements, operational contacts and all relevant information pertaining to the day-to-day operations of the Sport Fishing Education Center and Aquaculture Facility at Cedar Beach Marina, Babylon, NY. The transition committee will evaluate the status of the Sport Fishing Education and Aquaculture facility and will present options and recommendations to the NYFTTA board no later than 1/31/03. C) The President of NYFTTA will relinquish authority as the provisional Executive Director of the Sport Fishing Education and Aquaculture facility. (Proposal reference 5, dated 10/9/01 [B]) D) Effective Immediately The NYFTTA board will expand the responsibilities of the Executive Director to include: 1) The day to day operation of the Sport Fishing Education and Aquaculture facility 2) Will assume the following appointed positions: a) LIVCB Representative b) South Shore Estuary Committee Representative c) Eco-Tourism Representative d) "Friends of Connetquot River State Park Preserve" Rep., e) CFR Rep. f) Eco-Tourism Task Force rep The executive director will report directly to the president of the board The executive director will report periodically to the chairman of the Sport Fishing Education Center steering Committee. (Proposal 5, dated 9/20/01. reference [C]) The executive Director will carry out the responsibilities and obligations of the following agreement: (Contract Document [A]) Proposal 7) Effective 2/1/03 The NYFTTA board authorizes the following provision: Alter the status of the Executive Director from a non-paid position to a "paid" (hired) position and Execute the provision of Article XI section 3 of the NYFTTA bylaws: Article XI Appointment of an acting Executive Director. (Amendment to add Article XI ) At the boards discretion, an executive director may be elected for a period of one year. The term of office will be effective June 1st following the annual meeting A candidate will be presented by the membership/nominating committee to the board by the march meeting. The Executive Director : 1) Will be a paid or non paid position as determined by the board. 2) May be an ex-officio member on any or all committees. Ex-oficio membership will be by invite from the committee chairman and the President of the board or by instructions from the board. The Executive Director will have authority to make motions and vote. however his/her presence will not constitute a member for a quorum. 3) Will have authority to represent the NYFTTA in lieu of the President or Vice President of the board at meetings and functions relevant to the business of the NYFTTA. 4) Will carry out all mandates and positions as per instructions from the NYFTTA board or president of the board, in accordance with the bylaws of the association. 5) Will assist, in part, in carrying out the day to day business of the NYFTTA. 6) Will have a vote on the board, however his/her presence does not constitute a member for a quorum. This action is in effect immediately. The acting Executive Directors name will then be forwarded to the membership chairman and his/her name will be placed on the ballot in April; at the annual meeting. At that time The newly elected Executive Directors term will be a period of one year following the annual meeting effective June 1st. This amendment is effective immediately and does not alter the elections or appointments prior to this date. (3) In the event that the Executive Director is elected and that the board determines that this position will be a "paid" (hired) position (this proposal does not pertain to interim inducements for temporary reimbursements or an occasional compensation), Then the Executive Director relinquishes all voting privileges in Executive session along with the membership potion of any meeting including the election process described in the NYFTTA bylaws...... Proposal 8) Effective Immediately By order of the board, the NYFTTA treasurer WILL "cease and desist funding activities" (Reference D) to the Sport Fishing Education Center and Aquaculture facility. By order board, the NYFTTA treasurer WILL seal the SAC account and will not render any payment(s) without approval from the NYFTTA board. (with the exception of authorized account maintenance expenses) This act will remain continuous unless revoked by the NYFTTA board Reference D .....The board may also order any committee to cease and desist funding activities and/or any and all other activities (in setting policy, expensing of budgeted funds, endorsements, contracts, ETC.) without approval from the committee or the committee chairman......... Proposal 9) Submitted on behalf of the Sport Fishing Education Center Steering Committee: To allocate from, the SAC account, $300.00 per month for Aquaculture internship programs and expenses. Effective immediately: The board authorizes the allocation and distribution of, up to, $300.00 per month for compensation of an internship program at the Sport Fishing Education and Aquaculture facility at Cedar Beach Marina, Babylon NY. Compensation of an internship program is for the proper maintenance and safeguarding of the Aquaculture facility. Funding will be provided by the SAC account This act will remain continuous unless revoked by the NYFTTA board |
