NYFTTA Special Meeting 9/20/01

Proposal 1)

Administrative funds:

Purpose:

Due to high demand on NYFTTA members during the association year, the feasibility of carrying out board orders and committee proposals, along with research requirements and fundraising activities cannot be accomplished, in a timely and fastidious manor, without hiring, from time to time, temporary personal.

The treasurer is instructed to set aside an allocation of funds (Amount to be determined and ratified by the board during the budgetary process occurring in June after the annual meeting) for the purpose of hiring personal to assist NYFTTA committee chairman and the board with administrative duties. This is to include however not be limited to research, mailings, fundraising, and other duties as per board instructions.

A) The hiring, and supervision will be under the authority of the NYFTTA executive director.

B) No funds will be allocated for the 2001-2002 association year.

Proposal 2)

The Project Coordinator will report to the NYFTTA board periodically regarding the SAC activities, policies, total operations, Expensing of SAC funds, ETC.

The board may then adopt any of the following orders:

1) Take no action (Does not require a motion or a second)

2) Vote of confidence (requires a motion and a second)

3) … "The board may also order any committee to cease and desist funding activities and/or any and all other activities (in setting policy, expensing of budgeted funds, endorsements, contracts, ETC..) without approval from the committee or the committee chairman".......(3/01)

4) Recommend to or order the SAC to:

A) carry out an activity,

B) set a board sanctioned policy,

C) alter the operations of the Center

D) Expensing of SAC funds within the provisions of the bylaws (...The board may order any committee (except for a designated funded account or committee) to expense budgeted funds as needed....) (3/01)

E) ETC.

5) (Transfer of authority)

To form a commission to oversee the project coordinator and the center from within the Sport Fishing Education Center Steering Committee..

The committee will be comprised of:

Chairman

Co-Chair

President of the board

NYFTTA Ex. Director

No less than two board members

And Others approved by the Sport Fishing Education Center Steering chairman with a maximum of 10 members and the Chairman.

A quorum remains at a total of 3 members of the Sport Fishing Education Center Steering along with the chairman or co-chair.

To adopt the following:

The Sportsman's Advisory Committee will henceforth act only as an advisory committee to the Sport Fishing Education Center Steering Committee regarding to the centers activities, policy, total operations, Expensing of SAC funds, ETC.

SAC funds will remain as a designated fund for the sole purpose of center activities, Expensing of salaries and funding of projects or proposals approved by the Sport Fishing Education Center Steering committee.

The SAC authority will be limited to an advisory capacity with no authority to act unless approve by the NYFTTA board or by order of the Sport Fishing Education Center Steering Committee. However all centers activities proposals, policies, Expensing of SAC funds adopted as of this date will remain adopted as policy unless revoke by the Sport Fishing Education Center Steering Committee of the NYFTTA board.

The Sport Fishing Education Center Steering will meet with and discuss all centers activities, policy, total operations, Expensing of SAC funds, ETC with the Project coordinator on a Monthly basis. The meetings may be made via phone conference calls at a designated time and date agreeable to a majority of steering committee members.

Sport Fishing Education Center Steering will report quarterly to the board its decisions regarding the Sport Fishing Education centers activities, policy, total operations, Expensing of SAC funds, ETC.

The Sport Fishing Education Center Steering may act independently in accordance with the NYFTTA bylaws.

The chairman of the Sportfishing Education Center Steering Committee or his/her authorized representative will represent the NYFTTA board at all SAC meetings. The representative will forward the recommendations or orders of the board to the SAC for implementation.

The NYFTTA rep may make recommendations to the NYFTTA board in a course of action regarding SAC activities, policies, total operations, Expensing of SAC funds, ETC.

The NYFTTA representative will be a non voting member of the SAC and will not be considered a member for a quorum. However with NYFTTA representative will have authority in administering NYFTTA board sanctioned requirements.

Proposal 3)

To Appoint a Governmental affairs representative:

The PAC will consists of the PAC Chairman, President of the board, Ex. Director and a minimum of one director appointed by the president (Additional personal may be appointed to the PAC in accordance with the NYFTTA Bylaws). The PAC will, without further authorization from the board, appoint a "Governmental affairs representative" for NYFTTA.

The Governmental affairs representative will focus on engaging and informing political public servants, in all levels of government of the NYFTTA agenda.

By order of the board the Governmental affairs representative will also be instrumental in establishing working contacts with public officials and intercede on behalf of NYFTTA as conditions warrant.

The Governmental affairs representative will also attend forums for public debates that reflect NYFTTA interests.

The Governmental affairs representative will in all meetings express NYFTTA policy and positions.

The Governmental affairs representative will report to the PAC subcommittee on an occasional basis.

The Governmental affairs representative will take instructions directly from the PAC. in accordance with the bylaws of NYFTTA..

Governmental affairs representative will be allowed to utilize a portion of the PAC funds (amount to be designated by the PAC) at his or her discretion, in accordance with the bylaws of NYFTTA..

The Governmental affairs representative term is continuous unless revoke by the PAC committee or NYFTTA board. (simple majority vote of voting members is needed for ratification)

The purpose of the Governmental affairs representative is to appoint a person with an interest and understanding of the political world so that NYFTTA may advance its agenda in a timely fashion. The single responsibility of the Governmental affairs representative will focus on expanding NYFTTA's political influence. It should be a person who's schedule will allow time to attend fundraising functions, limited travel (Washington DC) on a yearly basis. The Governmental affairs representative should be established in the political circles (even if only on a tribal basis.) Refined networking skills and can coordinate a work force for functions.

The Governmental affairs representative may attend PAC meeting and will be considered a member of the PAC. However, the Governmental affairs representative will not carry a vote on the committee or be considered a member for a quorum.

Proposal 4)

The NYFTTA will approve expensing up to $500.00, from the general fund, for the following tribute in periodicals as determined to be appropriate by the president of the board:

To all the men, women and children that were effected by the horrific act of terrorism that occurred in NYC at the World Trade Center on Sept. 11, 2001

To all the families and friends that lost a loved one

To the brave volunteers and all those who gave overwhelming support in food, money and merchandise to the search and rescue mission

To the dedicated fireman, police officers and the countless number of city, State and Federal service employees that persevered against an insurmountable catastrophe with shear determination

Proposal 5)

In the event that the NYFTTA reef replenishment committee's chairman, co-chairman or a reef replenishment committee quorum is not present, the NYFTTA board will consider enacting the following:

To allocate, from the general treasury, the sum of $200.00 for the Moriches Offshore Reef Fund. The allocation/donation is in the form of purchasing 10 tickets for the Moriches Offshore Reef Fund annual dinner on 9/21/01.

Upon approval the tickets will be dispensed to interested persons willing and wanting to attend on NYFTTA's behalf.

Note:

Lenora Daniel, Sport fishing Education Center's project coordinator, will attend the Moriches Offshore Reef Fundraiser. She has been asked to address the audience regarding the centers plans, mission statement and goals.

Two tickets or more will be allocated to Lenora Daniel.

Proposal 6)

To form an advisory committee to the DEC:

At this time the Ad Hoc committee will be formed to discuss with DEC representative(s) concerns relevant to NYFTTA:

An Ad Hoc committee will be formed to discuss with DEC representative(s) the current proposed blue claw crab regulatory changes. (Enc.)

The Ad Hoc committee will protect the interests of the recreational fishing industry.

The president of the board will appoint a committee chairman.

The chairman will form a committee of no less than 4 members, (including the chairman) associates and/or interested persons approved by the Ad Hoc committee chairman.

The committee will gather information from NYFTTA member businesses and form a consensus of concerns and address such concerns to the appropriate DEC representatives.

The Ad Hoc committee chairman will contact the authorized DEC representative(s) no later than Monday 9/28/01

The Ad Hoc committee chairman will meet with the DEC authorized representative(s) by 9/28/01. (unless provisions allow an extension of the public comment period.)

To authorize Lenora Daniel to run the day to day operations of the Sport Fishing education Center.

To adopt the following recommendation:

Just wanted to remind you that NYFTTA's domain name should be expiring just about now. The cost is $35.00 per year... but you can renew it for more and save $$...

2 years Save 10%

5 years Save 20%

9 years Save 40%

35.00 x 9 = 315.00 less 40% = $189.00 for 9 years.

If I were NYFTTA I would renew for the 9 years. I had renewed LIBBA's for 9.. the savings was just too good to pass up and no one has to worry about it for the next 9 years.

Dear Governor Pataki,

I am writing to you today on behalf of the New York Fishing Tackle Trade Association (NYFTTA), a trade organization representing over 300 businesses and associate organizations in the New York Marine District. NYFTTA's main objective is to promote recreational fishing, especially to our youth.

NYFTTA is the watchdog of the recreational fishing industry, as every NYFTTA member depends on our natural resources to earn a living. NYFTTA is also structured to work on projects that will enhance the recreational fishing industry.

One such issue is the use of obsolete subway cars as artificial reef material to enhance our marine district. The original plan calls for the deployment of 900 obsolete subway cars as artificial reef material.

However, there appears to be some misinformation disseminated by environmental organizations opposed to the subway cars as artificial reef material. Any concerns of asbestos contamination from the obsolete subway cars as artificial reef material is insignificant and has already been approved by the EPA and Army Corp. This fact is quite evident by the numerous vessels already committed and sunk for the purpose of reef building material.

Artificial reefs are an enormous benefit to the recreational fishing industry as well as the marine life that dwells within their structures.

NYFTTA's hopes are that the deployment of obsolete subway cars as artificial reef material can be accomplished without additional delays.

I am hopeful that with your assistance we will continue to work together toward rejuvenating our natural resources and improving the quality of life on Long Island and aid the recreational fishing industry.

Proposal 10)

A) To authorize the President of NYFTTA to negotiate any and all terms,arrangements, agreements, contracts and /or leases between the Town of Babylon and NYFTTA, regarding any terms, arrangements, contracts and /or leases having to do with the Sport Fishing education Center.

B) Any and all terms, arrangements, agreements, contracts and /or leases will be reviewed and approved by the NYFTTA legal council prior to implementation of any terms, arrangements, contracts and /or leases.

C) Upon agreement and acceptance of any and/or all terms, arrangements, agreements, contracts and /or leases between the Town of Babylon , the president of NYFTTA and the NYFTTA legal council, will be considered board approved and a ratified agreement between The Town of Babylon and NYFTTA.

A copy of any and/or all terms, arrangements, agreements, contracts and /or leases will be filed with:
1) copy with the NYFTTA attorney, 1) copy with the NYFTTA secretary, 1)
copy with the NYFTTA treasurer and 1) copy with the president of the board.
